Where does a solar job actually stall between contract and PTO?

Almost always in a queue somebody else owns: an AHJ reviewing a permit packet, a utility processing an interconnection application, a lender waiting on a milestone document, an inspector with a booking window. The job is not being worked on. It is waiting, and nobody in the office is watching that clock.

Two definitions first, because the rest of this page leans on them. The AHJ is the authority having jurisdiction — the city or county building department that reviews your plan set and issues the permit. PTO is permission to operate: the utility's written sign-off, after interconnection review and inspection, that lets the system be switched on. Between the signed contract and that sign-off sits a lifecycle measured in months, and every week of it is working capital you have already spent.

That lifecycle is what makes solar different from the rest of the trades. A plumber finishes a job the same week it is sold. You hand a single customer between a proposal and design tool, a CRM, a project management board, a permitting queue, an install crew, an inspector, a utility portal, a lender and an accounting system — and each of those handoffs is a place where the address gets retyped, a document goes missing, and the status on the board stops matching reality. The customer then calls to ask what is happening with their system, and three people give three answers.

The permit packet is the clearest example. Every jurisdiction wants a slightly different bundle — plan set, structural documentation, line diagrams, equipment specs, its own forms — and a correction comment coming back weeks later means a resubmission nobody has diarised. Assembling that bundle to a checklist, tracking what came back, and chasing the resubmission is administrative work. Deciding what the plan set says is not, and never becomes automatable.

Financing behaves the same way. Most residential solar is sold with a loan, lease or PPA, and the funding is released against milestones — each lender defining its own — with a document set attached to each one. A milestone packet that sits unsubmitted for a fortnight is not a sales problem or an install problem. It is an administrative delay that holds up your cash and your customer's start date simultaneously, and it is invisible unless something is explicitly watching for it.

Where a solar operation loses time

The list below is what installers raise first, ordered by how well each one survives contact with automation. The last two rows matter more than the rest, because the boundary has to be built into the system rather than written into a policy memo.

On the queue you do not control: permitting, inspection and interconnection are the administrative layer the US Department of Energy's Solar Energy Technologies Office (opens in new window) treats as soft cost rather than hardware cost, and SolarAPP+ (opens in new window) — NREL's automated permitting platform for local jurisdictions — exists because so much of it is process rather than engineering. Where your AHJ has adopted it the permit path changes; where it has not, the packet still has to be built to that jurisdiction's checklist. Automation can hold the checklist and watch the clock. It cannot decide what the plan set says.

What should a solar installer automate first?

Milestone tracking across the whole job, in most companies. One record per project, every stage dated, and an alert when a job has sat too long at a stage somebody else controls. It touches no engineering decision, and it turns the weekly pipeline meeting into a list of exceptions rather than a reconstruction.

It is worth being direct about what this is not. We do not sell solar software, and we would not ask you to leave a platform that works — that market already has well-funded vertical products in it. Most installers we talk to are not short of systems; they are short of connections between the systems they already pay for. The work is giving a job one status that every tool agrees on, and closing the handoffs where a person is currently the integration.

The line we hold

Which solar decisions must stay with a qualified person?

Four of them: the design and its engineering sign-off, what your interconnection application states, anything about financing eligibility, and any claim about how much a customer will produce or save. Automation can prepare the paperwork around all four. It decides none of them.

Design and engineering. Array layout, structural attachment and load path, conductor and overcurrent sizing, rapid shutdown, and conformance with the electrical code as your jurisdiction has adopted and amended it are professional judgements attached to a named person. Where a stamp is required, it is that person's stamp. No build we ship produces a plan set, sizes a system for submission, or implies that a configuration is code-compliant.

What you tell the utility. An interconnection application is a formal statement about system size, inverter model, and how equipment will be connected to the grid. A wrong figure on it is not a typo you fix quietly — it can mean a resubmission that puts the project back in the queue behind everyone who applied since. Assembling the application from the job record and tracking its response window is safe. Deciding what it says is not.

Financing eligibility. Whether a customer qualifies, on what terms, and under which product is the lender's decision under its own rules. Automation belongs on the document side: which milestone packet is outstanding, what is missing from it, which submission has had no response. It never tells a homeowner they are approved and never predicts that they will be.

Production and savings claims. A modelled output figure is an estimate under assumptions about weather, shading, degradation and rates. The moment an automated message restates it as what the customer will get, an engineering estimate has become an advertising claim, and the standard it is held to changes with it. Can automation tell us which jobs are stuck?
